The report also suggests a concerted effort to downgrade serious crimes in Police Commander Edwin Hosli's 8th District, which patrols the French Quarter, the beating heart of New Orleans' tourism industry. The NOPD issued a response late Monday that took issue with several findings of the report, including the downgrading allegation.Police Superintendent Ronal Serpas has said the report, dated in late March, convinced him to shift the traffic camera review work in-house, to the motorcycle unit.
